WebNumber One causes a great increase in rate of fire, not sure if it affects range. Inner Eye does not increase damage but will greatly decrease rate of fire. As for Epic Fetus, it isn't in the synergies page. The synergies page doesn't have any of the other effects that 3 dollar bill can have, so I'd have to open the game up and test it out in-game.
